How should Hawai‘i proceed with COVID testing?

A. Every single person in Hawaii should be tested for COVID-19.
B. Start with testing all essential workers, symptomatic/proven COVID-19 contact or not.
C. It’s impossible to test every individual; focus should be on symptomatic and contact cases.
