In reading the Draft Environmental Impact Statement for Hokua Place development, it seems much of its 619 pages are repetitive claims of no impact to almost everything. It states the project fits with our County General Plan and other state and county regulations.
So, if you are happy with the existing planning that has given us a gridlocked Eastside corridor, you won’t mind approximately 1,600 additional daily vehicle trips added to that mix. However, the DEIS states the daily vehicle trips from almost 800 residences will only be around 500 in the a.m. and 500 in the p.m., which they claim will be mitigated by adding a left turn lane from the bypass to the connector road into the development. And adding two bus stops. The DEIS tells us no fees from the developer are required for traffic mitigation because traffic from 769 residences will be “insignificant.”
Also insignificant will be the impact on our schools which the DEIS tells us will only be about an extra 156 students total in all grades from the 769 residences. If 769 residences had an average of two children per household that would be 1,538 potential students in our Kapaa Elementary, Middle and High schools. But they expect out of a potential 1,538 students only 156, “insignificant” and not requiring any school fee contributions.
The financial impacts of extra police, fire and educational personnel will be borne by the public and not the developers because those impacts are also insignificant.
This 97-acre property was purchased as ag land, not urban. It needs to remain agricultural until infrastructure is in place prior to taking it out of that designation or we will face significant traffic impacts and financial impacts.
