Glen, your last letter (TGI, Feb. 16) is the most convincing argument why a county manager system will be as ineffective as you allege our current system to be. The facts presented to our council members indicate that more money should be spent on road improvement than bike paths. I can understand that. But why can’t our council members understand it? They vote, more money goes to bike paths. And what does our chief executive do? He is bound by legislative action to spend the money on bike paths.
How would a county manager change this process? She would recommend an action; fund the roads. The County Council would again fund bike paths and a legislative action would bind the chief executive to act accordingly.
So what have you really changed? Absolutely nothing!
How do we improve the system? By electing prudent councilmembers who have the ability to decide objectively on what is best for the County of Kauai. A county manager can make the most prudent of choices, but if the council votes contrary we are back at the same point.
Keep up the energy to accomplish your purpose. I am in total disagreement with you that anything good will be accomplished.

One way to ease congestion
Being a newbie to Kauai, I follow with interest the letters on traffic congestion. Since I live in Wailua I can bypass Kuhio via 581 still to connect with the congestion at the north end of Kapaa because of the odd convergence of traffic at Hauaala and Kawaihau roads. I often take the traffic controlled light at Kuhio and Olohena.
Out of curiosity, has anyone ever made suggestion of making the Wailua bypass a one-way loop to the north side of the island, and Kuhio only through Kapaa, a one-way south road, or the opposite? Is it possible to connect more of the east-west streets like Pouli, Hoi, Mamane, Panihi, and Koato these two major thoroughfares so that you do not have to go completely out of your way to shop and work in Kapaa?
Think of this as a very large roundabout. Converting these two roads into one way traffic zones would utilize existing lanes for traffic flow. I’d rather move at 25 on a consistent basis than spend 10 minutes in traffic that only inches forward.
I always bypass Kuhio to get to the mall and shopping centers in Lihue by taking Kapule to Nawiliwili. Maybe the use of more one-way streets in Lihue like Rice and Ahukini would also ease some of the congestion without the call for more major construction.
Just a suggestion.
