Editor’s note: Old-timers might still remember the introduction from “The Shadow” radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Kapahi Wooden Bridge
It appears as if no work has been done for the past four months. Your recent response is that the project is ahead of schedule by four to six weeks, with an estimated completion of April 2017. Has there been a halt or delay to construction for any reason? If so, why?
There has been no halt or delay in construction. The overall timeline is ahead of schedule, as stated above. Any lull in activity would be due to awaiting the arrival of materials. Contractors are currently waiting for steel-beam materials, which are expected to arrive during mid-December.
Kahuna Road
Near the reservoir area, the public has expressed concern about the safety driving on this road. Are there any plans to place guardrails on both sides of the road in areas where there is a steep drop-off and poor visibility? If so, when can this work be completed?
The Lower Kapahi Reservoir is scheduled to be breached by a project that will be constructed by the state of Hawaii. The concept plans for this project showed guardrails along a portion of the embankments. At this time, it is not known how extensive the guardrails will be for that project. That project is anticipated to start sometime after the completion of the Kapahi Bridge.
Awaa Place
Please provide an update on your review of your dead-end sign policy as to whether a dead-end sign is warranted on Awaa Place. If so, please provide a timeline of when this sign can be erected.
A work order was filed to install a dead-end sign on Awaa Place. We will relay the timeline for completion once confirmed.
Lydgate Park
The chainlink fence near the restroom and camping grounds are rusty and damaged in some parts. Can this be fixed? If so, when can this work be completed?
