Unleashed dogs are result of irresponsible owners
Here’s an unpopular opinion: The Kaua‘i Police Department’s time is better spent managing dogs off leash than fireworks.
It would appear that any deficiency in the budget could be made up by violations at Kahili Beach alone.
Beaches and trails are full of unleashed dogs lately.
Aside from the risk it puts to our native birds, the irresponsible owners seem to be under the impression that not picking up after their pets, or worse, putting it in a plastic bag and then leaving that bag on the side of trails, is pono.

Send the police to collar the owners of the dogs who feel the need to give their pets serious, unleashed exercise rather than root out the sources of the multitude of bad players who enjoy setting off bombs that shatter the peace, endanger the user and the nerves of those within earshot, and terrorize our beloved pets?
In my humble opinion, Kahili-Quarry should be designated a leash-free beach. The rules? 1) Do not bring a dangerous dog or a dog who cannot be allowed off-leash for whatever reason. Leashed dogs are dangerously confined while unleashed dogs always figure out social skills with one another. 2) Bring dog poop bags to pick up after your pet, and use the provided poop bags if you forget. 3) Bring used poop bags with you home and dispose of then in the trash
The seabirds are protected in the fenced bird sanctuary, and no native birds are present on the ground at Kahili-Quarry, just feral chickens, which we are better off without.
Perhaps you should consider confining yourself to the confines of Princeville?
A dog’s nose in your face is not fun when you’re snoozing on the beach. “Don’t worry he’s friendly” does not make up for the shock. If he wasn’t friendly it would be downright dangerous. Unfortunately its necessary to get gross to make the next point. I have seen whole turds floating near the shoreline. Although human waste does enter the ocean as e coli via streams, whole waste products are produced by animals being allowed to defecate on the beach.
Please be good citizens and follow the leash laws for the benefit of your neighbors as well as for birds and other wildlife.
