Yes the victim in the latest accident on Kaumualii Highway in Lawai may not have been in a crosswalk. However if there were flashing lights with signs on both(eastbound and westbound) side of the highway warning drivers that a pedestrian crosswalk up ahead. The driver may have been more alert. Whether pedestrians are in a crosswalk or not!
Then on another thought, “there isn’t enough lighting in that area.” We on Kauai live in the dark. With all the modern technologies today. We could light up our road/highways with low beam solar lights. Enough to see what’s in/on the path up ahead of our driving lanes and shoulders.
