Is Kapaia Road a public or private road?
Kapaia Road is listed on the County of Kauai’s “Roads in Limbo” list. Roads in limbo are public roads where neither the state nor the individual counties claim ownership and management jurisdiction.
Why did the county recently stop mowing the shoulders of Kapaia Valley Road?
Mowing of the shoulder areas was stopped after concerns were raised about performing maintenance on non-county owned roadways.
If the county is no longer maintaining Kapaia Valley Road, what would it take for the county to take over the maintenance of the entire roadway?
The Roads Division of the Department of Public Works will resume mowing of the roadway shoulders. This maintenance of the roadway shoulder areas is required to provide adequate sight distance along the roadway for our refuse collection crews. The mowing and any other maintenance on Kapaia Valley Road will be limited to any maintenance necessary for access by refuse collection trucks.
The fence that runs along the Kapaa Bypass Road by the Bryan J. Baptiste Sports Complex is damaged. Please look into repairing this portion of the fence.
Department of Parks and Recreation staff confirmed that the fence in question belongs to the State Department of Transportation. The department has contacted Larry Dill, state district engineer, and conveyed your message to his office.
