In this Sunday, Oct. 1, 2017, photo, Mohammad Saleem, a Rohingiya man who crossed over to Bangladesh from Myanmar on Sept. 26, 2017, displays an identity card he was issued by the Bangladesh authorities at Kutupalong, Bangladesh. Saleem was born and raised in Myanmar. But at no time in his 30 years of life did the government ever recognize him as a citizen. He finally attained some of that long-awaited recognition in exile _ with an official identification card issued not by Myanmar, but by the Bangladesh Department of Immigration and Passports.
