1. All Japanese language schools on Kauai are to close until further notice.
2. Theaters are to open for matinees only.
3. No games are to be held which will attract large assemblies. No meetings are to be held which will attract large assemblies.
4. Remove flags, pennants or other markings from buildings which may attract attention to the building.
5. Public schools will function as usual until further notice.
6. The Territorial courts (district courts and circuit courts) will cease to function in all criminal cases until further notice. All offenses will be dealt with by martial law.
7. All civilians who possess firearms are instructed to turn them over with ammunition to their area provisional police co-ordinator.
8. Any information regarding planes or enemy movements, no matter how meager, should be reported to the military district headquarters.
9. It is the duty of every civilian to assist the fire wardens in case of a fire.
10. Fifteen miles an hour is the speed limit for cars during the black-out. Headlights should be covered with a sufficient number of coats of paint to dim the light sufficiently so that the lights may be distinguished by oncoming cars. The idea of covering is not to provide light for the driver to see by.
11. Keep traffic clear on highways. Any person stopping his car in the middle of the road will be arrested. Draw to the side of the road if you are stopping.
12. When driving on highways or road, draw to the side of the road when a horn is sounded by another passing vehicle.
13. Don’t spread rumors about spies. The FBI has the situation well under control. Report your suspicions to the district military commander.
14. Obey the laws and you will keep out of trouble and best assist your country win this war.
