Roy Asher and Scott Yagihara, Kauai Police Department (KPD) veterans, have been promoted to the rank of lieutenant.
Asher has been with KPD for 15 years, and has served in the Patrol Services Bureau, Investigative Services Bureau (ISB), and in Vice Section, where he was an investigator and canine handler.
Since 1996 he has been assigned to the ISB, Adult and Major Crimes unit. Asher the lieutenant will immediately over the Patrol Services Bureau, Waimea District. He most recently served as a detective in the ISB Adult Section.
Asher, 46, is a graduate of Castle High School and the University of Hawaii, and holds a bachelor’s degree in therapeutic recreation. He also recently graduated from the FBI National Academy, and has a perfect attendance record with KPD, having never called in sick. He is married to Donna Okada-Asher, and has three children.
Yagihara has been with KPD 17 years, and was assigned as administrative sergeant to the Patrol Services Bureau before his promotion. He began with KPD as a police services officer (recruit), then became a police officer.
He was promoted to sergeant in the Youth Services Section, then Detective in the Youth Services Section, then Patrol Sergeant in Hanalei District. Yagihara was born in Lihu’e, and is a graduate of Kapa’a High School.
