Remember when in a democracy, the majority rules? Well, not so in our state legislature.
Legislators have again allowed a flawed rule to dictate the outcome of a bill. Under Senate Rule 8b (the House has a similar rule) whether a bill passes or not in conference rests solely on one chair. It makes no difference that the rest of the committee votes in favor of the measure. If for whatever reason one of the chairs votes no, the bill dies.
