Kaua‘i police are holding off on releasing the name of a 22-year-old male arrested for manslaughter last week, officials said yesterday.

County spokeswoman Mary Daubert could not comment on whether the man was released or posted bail. The only homicide Daubert knew of that occurred at that time was 44-year-old Noah Carreira, who died Oct. 13 from head injuries after an altercation with another resident, she said.
The reason KPD wouldn’t release the man’s name is because the case is pending, Acting Assistant Chief for the Investigative Services Bureau Fred DeBusca said. However, KPD will release the man’s name later this week, he added.
The Office of Information Practices has an opinion that speaks specifically about redacting names from arrest logs, which is backed by a resident’s constitutional right against being secretly taken into custody, said OIP Director Les Kondo. However, in this case, he said, OIP will consider the specific circumstances surrounding why KPD wouldn’t release the name before issuing an opinion, he said.
In the past, KPD has released names of those arrested unless it would hinder an investigation, Kondo said. However, redacting a name based on the rights of the arrestee’s privacy isn’t a valid argument, he added. Those who are arrested have been taken into custody based on probable cause; arrest logs simply state someone was arrested, not that they were charged or convicted of a crime.
Kondo anticipates a summary from KPD within a week, he said.
