LIHU‘E – Sgt. Kenneth Carvalho, a 17-year veteran of the Kaua’i Police Department was recently honored as KPD’s 2011 Top Cop at the 27th Annual Law Enforcement Security Awards Luncheon on O‘ahu recently.
Up to 40 officers from participating agencies were recognized including all four Hawai’i police departments, state and federal agencies, as well as private security firms.
Kaua’i Police Chief Darryl Perry said Sgt. Carvalho is a great asset in several different capacities to KPD. He described the Carvalho as a talented and skilled officer who is productive and has made great an impact.
“As supervisor of the Youth Services Section and the DARE Program, Sgt. Carvalho has faced many challenges due to manpower and budgetary cutbacks, but he continues to be a leader and makes things work in his unit,” Perry said.
Kaua‘i County Mayor Bernard Carvalho, Jr. said, “I am proud of the honor bestowed upon Sgt. Carvalho, for his hard work and commitment and extend my sincere gratitude to him for his leadership in the Police Department and for the impact and benefits that his programs have on our youth.”
Sgt. Carvalho’s job encompasses a number of programs including: Drug Awareness and Resistance Education (DARE); School Resource Officers (SRO) Program; as well as alcohol and tobacco interdiction projects (through grants with the Department of the Attorney General).
“Sgt. Carvalho has been an outstanding employee throughout his career and will continue to have an integral role within his agency.” said Capt. Kaleo Perez. “He has just been a steady and consistent officer and supervisor and takes his job seriously, no matter what he’s tasked with.”
Some of Sgt. Carvalho’s many accomplishments include:
• Certified instructor for DARE and GREAT Programs at 11 elementary schools and three middle schools since 1999
• 2009 DARE Office of the Year
• Annual DARE Mentor
• Rappel Master since 2005
• Certified self-defense instructor from 1994-2005
In addition, Sgt. Carvalho has spearheaded special operations and projects that have resulted in arrests for robbery, assault, theft, liquor violations, and drinking in county parks.
Besides his normal duties, he also assists with stakeouts in high crime areas for vehicle break-ins and thefts; conducts islandwide sweeps for underage drinking resulting in numerous arrests and detainments; assists in the execution of arrest and search warrants; missing persons searches; and participates in the extradition of high risk wanted persons.
Sgt. Carvalho if oftentimes called upon for requests of assisting with school and community functions such as homecomings, proms, graduation, and others. In addition, he also serves on the Kaua’i Chapter of the March of Dimes.
Sgt. Carvalho is the son of retired KPD Inspector Howard Carvalho and Shaylene Carvalho. He is married to Lisa Ubay and they have one child, 7-year old Zoe.
