Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as The Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Kapa‘a Beach Park
The Shadow: The parking stalls, including ADA stalls, along the roadside leading from Kuhio Highway to the beach need to be restriped. ADA parking signs also need to be installed. When will this be done?
County: May 10 — A request will be sent by Parks to Public Works for its assistance.
Kealia
The Shadow: Can a porta potty be placed on the south end of the beach? The only comfort station is near the lifeguard stand and too far away from the south end of the park.
County: May 10 — Parks currently has a contract for portable toilets island-wide, for which funding is in place. This contract ends in December 2012. Additional portable toilets will need to be addressed in the renewal of this contract in December 2012. We will consider this request at that time.
Lihi Park
The Shadow: Volunteer caretaker Bert Nunes (822-4137) reports that sprinkler heads need to be replaced. When will this work be scheduled?
County: May 10 — The portion of Lihi Park which contains irrigation spriklers is currently being used by Earthworks Pacific in conjunction with the waterline upgrades in the surrounding neighborhood. The contractor will be required to re-grass this area and repair any damaged sprikler heads prior to completion of its Department of Water project.
Kaua‘i War Memorial Convention Hall
The Shadow: The ADA parking stalls fronting the Lihu‘e Ballpark don’t list the fine amount on the sign. When will that be fixed?
County: May 10 — Parks will submit a work order to Public Works to install requisite ADA signage.

The Shadow: What is going to happen to the old housing trailers that are still in the parking lot?
County: May 10 — The county has provided a grant to the Boys and Girls Club for the repair and retrofit of these portable buildings to house their clubhouse. Parks will work with Boys and Girls Club to complete these repairs and renovations as timely as possible.
Kilauea Gym
The Shadow: When will the K?lauea gym leak be fixed?
County: May 10 — Funding to address the roof leaking is being requested in FY 2013 CIP Budget. If approved, a consultant will be hired to review the situation in 2013.
Lydgate Beach Park
The Shadow: The small pavilions on the makai side of the parking lot have hurricane clips and bolts that are rusted. When will they be replaced?
County: May 10 — Parks currently has funding to repair and retrofit the small pavilions along the ocean at Lydgate Park. These retrofits are planned to be done with the assistance of Public Works and volunteer labor. This work is scheduled to be completed by June 2013
Lydgate Beach Park
The Shadow: The road striping at the entrance to Lydgate Park off of Leho drive needs to be restriped. When will this be done?
County: May 10 — A request will be sent by Parks to Public Works for its assistance.
Nawiliwili
The Shadow: On Panuu Loop, when will it be paved all the way to the old “Pine Tree Inn” site? Also, ADA stalls in that parking area need to be striped, and there should be a crosswalk from the Duke’s bridge to the JJ’s parking lot. Finally, cement slabs that were used as a barrier for parking along the makai side of the parking lot have fallen into the ocean. When will they be removed and when will new barriers be installed?
County: May 10 — A request will be sent by Parks to Public Works for its assistance in the necessary re-paving and re-striping.
Stadiums
The Shadow: When will lighting retrofits for all parks be complete? What is the status of night football games for 2012?
County: May 10 — Retrofit of playcourt lighting is currently being designed. Completion of lighting retrofits of all remaining parks is contingent on funding availability. Funding to address lighting at the Vidinha facility and three additional facilties to be determined has been provided for in the FY 2013 budget proposal. As for night football games, the county will have to negotiate scheduling of night games with the U.S. Department of Justice under the terms of its probation agreement. Last year, we were able to negotiate four night games.
