Councilwoman Felicia Cowden was able to sip a congratulatory glass of champagne on Thursday after making Julie Souza and her dad’s 40-year dream of converting Hoona Road into a one-way, mauka to makai, road near what is known as Baby Beach.
Scotty Sagum, he lives on Hoona Road, said Souza is the “last surviving Hawaiian” living on Hoona Road, and her dad was a police officer with the Kauai Police Department. Other neighbors living close to Hoona Road include Christina Chow, who is a project manager of the land gift expansion from Alexander and Baldwin, to the Royal Order of Kamehameha, caretakers of the neighboring Prince Kuhio Park. Catherine and Karl Lo, book writers contributing to the book on the Hanapepe Massacre, are also Hoona Road residents.
Cowden spoke with them and other concerned Hoona Road people and succeeded in getting it onto the Kauai County Council agenda where, after discussion, the measure to convert the traffic pattern on Hoona Road was approved to where Hoona Road from Kaheka Road to the Prince Kuhio Park is now one-way with a speed limit of 15 mph.
