Richard Allen Hoeppner
Richard Allen Hoeppner passed away on Sept. 22, 2020, in Portland, Oregon, at the Oregon Health and Sciences University Hospital. He was born at home, on a farm near Shelby, Iowa, on Nov. 9, 1938.
He served his community as an extraordinary police officer in Berkeley, California in the 60’s, during the riots, as well as serving later as the Police Chief in Sheridan, Oregon.
He is survived by his wife Judie of Lihue, sons Kirk and Jeff, daughters Kelly and Monnet, as well as numerous grandchildren, great-grandchildren and a great-great-grandson.
An intimate Celebration of Rich Hoeppner’s life will take place on Nov. 8, 2020, at Lydgate Park. Due to COVID-19 restrictions, attendance is very limited, and by invitation only. If you’d like to attend or offer comments or condolences to Judie, please send to Richoep1@gmail.com.
Steve Takashi Nishimura
Steve Takashi Nishimura passed away on Oct. 23, 2020, at the age of 71 at Regency at Puakea, Lihu‘e. He was born on Oct. 5, 1949, in Lahaina, Maui. He was an Army and National Air Force Veteran.
Steve was preceded in death by his father Koichi Nishimura, mother Gladys Fumiko Ueno Nishimura, sister Edith Ven Hein.
Steve is survived by his brother Duane Nishimura (Joy) of Waianae .
Services & burial at Hanapepe Veterans Cemetery on Saturday, Nov. 7, 2020, at 11 a.m. Family suggests casual attire. Flowers omitted.

Primitiva Ganal Balisacan
Primitiva Ganal Balisacan of Kapa‘a, passed away on Oct. 8, 2020, at Wilcox Memorial Hospital at the age of 88. Born in Sarrat Ilocos Norte, Philippines on July 12, 1932, she was a housekeeper.
Primitiva was preceded in death by her parents, Epifanio and Tomasa Ganal, husband Dionicio Balisacan Sr., daughter Louisa Balisacan, brothers Benjamin, Victorino, Romeo, Ceferino and Vicente and sister Angelina Ganal.
Primitiva is survived by her sons Dionicio (Kim) Balisacan Jr., Glen (Lori) Balisacan, brother Segundo Ganal, sisters Manela (Martin) Tuliao, Trinidad Domingo, Joaquina (Baltazar) Aggasid, 3 grandchildren, and numerous aunties and uncles, nieces, nephews, cousins and friends.
Friends may visit with the family on Friday, Nov. 6, 2020, at Saint Catherine’s Catholic Church in Kapa‘a. Visitation will be held at 9:30 a.m. with Mass to be celebrated at 10 a.m.
There will be a burial to follow at Lihue Cemetery. There is limited seating. Social distancing must be practiced and masks are mandatory.
