Hoone Road
Can the county install a “Dead End” or “No Outlet” sign just under the 20 miles per hour (MPH) sign at the corner of Hoowili Road and Hoone Road? Many drivers, especially tourists, do not know this road has no outlet and end up doing U-turns or other dangerous acts trying to turn around.
Public Works placed a dead-end sign on the post where the speed limit 20 sign was formerly located, and moved the speed limit sign to another sign post further down the street.
Intersection overgrowth
The line of sight at the intersection of Panihi Road and Moanakai Road, and Makaha Road and Moanakai Road, in Kapaa, is obstructed due to overgrowth of the hedges that appear to be on private property. What is the county doing to address this concern?
In February the Department of Public Works sent a letter to the property owner on the corner of Moanakai Road and Panihi Road, requesting that they comply with Kauai County Code Section 16.20.4(a), which prohibits sight obstructions within a radius of 30 feet from the property line at intersections. As of today, a response has not been received from the property owner. Engineering Division will follow up with the property owner. In addition, Engineering Division will investigate the intersection of Moanakai Road and Makaha Road and, if necessary, draft a letter reminding the private land owner of their responsibility to remove obstructions. Lastly, the longer-term solution being worked on by Public Works in conjunction with the County Attorney’s office is to finalize a right-of-way ordinance to provide Roads Division options and enforcement abilities to clear right-of-way obstructions such as these.
