KOLOA Police have arrested the driver believed to be involved in a hit-and-run crash that occurred early Friday in Koloa, which resulted in the death of a pedestrian.
KOLOA — Police have arrested the driver believed to be involved in a hit-and-run crash that occurred early Friday in Koloa, which resulted in the death of a pedestrian.
Police have identified the pedestrian as 31-year-old Lenson Perez of Kauai. Perez had no known address at the time of his death.
About 5:30 a.m., police were called to Ala Kinoiki, the Koloa bypass road, in the area south of Kauai Christian Fellowship church, for a report of an unresponsive man in the middle of the road.
A preliminary investigation revealed that Perez was skateboarding on the southbound lane of Ala Kinoiki when he was struck by a pickup truck, according to a county press release. The driver of the truck did not stop to render aid.
Shortly after, the man was struck a second time by a second southbound pickup truck. The driver of that truck stopped to render aid and waited for police and first responders to arrive.
Perez was transported to Wilcox Medical Center, where he was pronounced dead.
Police closed Ala Kinoiki in both directions about 5:45 a.m., and initiated a search for the first involved driver.
A preliminary investigation led officers to arrest Michael Fostanes, 54, of Eleele, on suspicion of negligent homicide in the second degree and being involved in an accident involving serious bodily injury or death. He has since been released pending further investigation.
An autopsy is pending.
Ala Kinoiki was reopened about 10:45 a.m. after the Kauai Police Department’s Traffic Safety Section officers completed their investigation.

Another pedestrian hit and dead? Another hit and run on Kauai? Another fatality on the road? He was released???????
When will authorities start taking traffic offenses seriously?
All of our lives are in danger when irresponsible drivers are not held accountable. Motor vehicles in the wrong hands are weapons. It’s time to clean up our roads.
So sorry for the family of this young man. But people need to realize they need to wear some type of reflective vest or light when walking or biking on the road in the dark.
