Editor’s note: Old-timers might still remember the introduction from “The Shadow” radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.

Hanapepe
Has there been any progress made to repair the Hanapepe Pedestrian Bridge and walkway? This bridge is the one located near the old Green Garden restaurant and is a highly used bridge/pedestrian walkway. There are many holes in the bridge which is a major safety hazard. Are there any plans for any short-term fixes to address this safety hazard or to proceed with repairs?
The project is currently on hold until further meetings are scheduled with community members and stakeholders. Once more input is received from the community and stakeholders, the County of Kauai plans to roll out plans for the project.
Islandwide
Has the county received funding from the federal government to address homeless issues on Kauai?
Yes, the county, through its local social services agencies, receives funding to address and assist with our homeless issues through outreach, emergency, housing first, and case-management services.
What is the administration’s plan to address this situation?
The administration is currently working with and supporting the homeless Continuum of Care agencies with its efforts in assisting our homeless community. Agencies such as KEO, Catholic Charities, Family Life Center, Women In Need, VA and US Vets are some of the agencies that provide front line services, listed above, to our community. The administration also plans to host a housing summit to bring together public and private stakeholders to provide resources for the community.
How many homeless people are on Kauai?
The 2018 annual Point In Time count revealed that Kauai had 293 homeless individuals. We are currently preparing for our 2019 Point In Time Count to be held in January.
