Kapaa
Is the county required to have an Americans with Disabilities Act (ADA) accessible and/or handicap parking stall at the Kapaa Beach Park parking lot? If so, why has one not been identified?
The ADA stalls are located in the makai parking lot of the Kapaa Beach Park.
Does the area where people park alongside the boulders near the Kapaa Flats and near the Kealia Lookout (dirt areas where people sell things out of their vehicles) fall under the county’s jurisdiction? Should these vendors be allowed to sell things as they do? Is parking along the boulders legal? If not, who is responsible for enforcement of any laws that are not being followed with regards to these areas?
This area along Kuhio Highway would fall under the jurisdiction of the state Department of Transportation.

Jerome, what are your thoughts on the Hawaiians getting booted from Coco Palms, and a Taco trolly now in the empty lot?
The illegal vendors along public roadways usually is enforced by KPD Officers. Don’t know why they turn the blind eye nowadays.
I could be mistaken, but I believe that it is legal to sell produce grown by the seller along state roadways throughout the state. Even fresh fish on ice. That is at it should be, and the Kapaa lookout is an ideal place to do it, plenty of visibility and plenty of space to pull over. Who is bothered by this? The grocery stores who receive 99.99% of disposable food dollars? Give farmers and fishermen a break, and give the public an opportunity to enjoy local treats at low prices!
