How many cemeteries does the county maintain? Are there any plans to improve or enhance any of these cemeteries?
The Department of Parks and Recreation (DOPR) is responsible for 16 public cemeteries. These cemeteries are community sites that during the plantation era were to be maintained by the community. Over time, the communities have been unable to upkeep these facilities.
The County of Kauai had agreed to have the cemeteries taken under its care. However, the DOPR appreciates the assistance of the community in its continued maintenance. The DOPR does empty the trash cans and provides for the heavy maintenance — such as trimming trees or clearing brush as needed.
Does the county have a leash law? If so, who handles the enforcement of this law? What are the penalties for breaking this law?
Yes. According to Kauai County Code Section 22, Article 2, dogs must be under the control of the owner by leash, cord, chain or other similar means of physical restraint, provided that such leash, cord, chain or other means is not more than 8-feet-long.
Any police officer, animal warden and any other officer authorized to seize and impound any dog running at large may enforce this law.
Any person violating any section or provision of this article shall be punished by a fine of not less than $100 and not to exceed $200 for the first offense. For the second violation, the punishment shall be by a fine of not less than $200 and not to exceed $300. For all violations in excess of two, the punishment shall be a fine of not less than $300 and not to exceed $500.
