According to Hawaii Revised Statutes 291C-38 Longitudinal traffic lane markings: Subsection (c)(8) “A double solid yellow line is used to indicate the separation between lanes of traffic moving in opposite directions. The crossing of a double solid yellow line by vehicular traffic is prohibited except when the crossing is part of a turning movement.”
About six months ago, the county sent some officials to Washington, D.C., to get feedback on the county manager idea. Did anything come of this trip?
From Sept. 27-30, 2015, both Council Chair Mel Rapozo and Councilmember Mason K. Chock attended the 101st International City/County Management Association (ICMA) Conference in Seattle, Washington. This conference was held in Washington state and not Washington, D.C.
As the council was in the process of doing its due diligence on the county manager system, both councilmembers felt that it was important for them to interact with professionals who currently operate in a council-manager form of government. The conference provided the councilmembers with a wealth of educational information on the benefits and challenges of a county manager system, and allowed them the opportunity to network with elected and resource contacts familiar with this form of government.
Perhaps of greatest benefit to the council and the county at this conference was the ability for the councilmembers to network with the likes of key ICMA contacts such as Dave Mora, ICMA state liaison/senior adviser. These key contacts provided much of the factual and pre-decisional information for the entire council to consider while the council conducted its due diligence through its county manager-council sub-committee and council-manager form of government workshops.
Once the adolescent drug treatment center is built, how will it be funded?
The adolescent treatment and healing center will be operated by a private or not-for-profit agency that specializes in treatment services in substance abuse and mental health disorders. The center will be funded by private insurance reimbursements for services, grant funds and other sources that the treatment provider will be able to obtain.

Traffic counts have been performed on Malu Road and data shows that the posted speed limit of 25 mph is appropriate for this road.
