Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.

Yes, we will request this work from the Public Works Roads Division.
Kuhio Highway traffic
Drivers speed constantly on Kuhio Highway from Hanamaulu to Kapaa. Could police patrol/radar this area more often to encourage drivers to slow down?
Yes, the Kauai Police Department periodically conducts traffic enforcement along the Wailua Corridor of Kuhio Highway, as motorists are known to travel above the speed limit. In fact, officers were just out conducting traffic enforcement last week near the Bryan J. Baptiste Bridge in Wailua.
Kapaa
Kawaihau Road
This road, as it passes Kapaa Elementary, is very bumpy. Are there plans to repave it?
Yes, the repaving of Kawaihau Road in this area will be part of an upcoming Safe Routes to School project. The Engineering Division is currently working with a consultant on these plans. A timeline of the repaving has not yet been determined.
Ulu Road intersection
There is a damaged storm drain on Ulu Road intersection. Can it be repaired? And the crosswalks are faded. Can they be repainted?
Public Works will put in a request to clear the storm drain and repave the crosswalk.
Kanahele Road and Laipo Road
Can Public Works widen this area? It’s narrow. Also, will guardrails be installed and can the storm drain be cleaned?
Yes, this is an ongoing project to stabilize erosion on these roadways. A consultant has been hired and is working with the Public Works Engineering Division to determine a solution.
