The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now known as Da Shadow, has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Wailua
Near the big pavilion at Lydgate Beach Park, is it possible to place handrails along the walking path to assist elderly?
The Department of Parks and Recreation will take this suggestion under consideration.
Kealia
Can the edge of pavement be repaired at the start of Kealia Road at Kuhio Highway?
The State Department of Transportation is responsible for the maintenance of the roadway within 15 feet of the highway. However, the Roads Division will investigate this concern and either repair or notify State DOT, if needed.
Can the monkeypod tree along Kealia Road be trimmed?
This tree is not in the county right of way. The county has issued a communication to the property owner to address proper maintenance of this tree.
Lihue
What is the status of the broken brackets at the basketball net at Isenberg Park?
This concern regarding the broken brackets was received by the Department of Parks and Recreation in January and repairs have since been completed.
Is it possible to place a crosswalk that connects the Vidinha Stadium parking lot to the soccer field?
At this time, the Department of Parks and Recreation does not have plans to place a crosswalk from the parking lot to the field; however, we will take this into consideration.
Kapaa
Are there any plans for the county to build a new gymnasium in the Kapaa area?
There are no plans to build a new gym in the Kapaa area at this time. Kapaa High School has been a very good partner in allowing the Department of Parks and Recreation use of its facility.
Kolahala Road is a narrow roadway (behind Kapaa High School) and people are parking along the road. Can this road be made into a one-way road?
Preliminary discussions with the community did not support turning this into a one-way road.
However, we presently have a Safe Routes to School project for the three schools in Kapaa (Kapaa Elementary, Kapaa High and St. Catherine) which we anticipate will address the parking issue along this roadway.
Islandwide
What is the process/protocol for someone to recycle tires, motor oil, batteries, etc., at the transfer stations? Also, what are the current residential refuse collection fees?

How many permits does the county have for B&B/homestays at this time?
There are 21 existing zoning permit approvals for homestay operations on Kauai.
