The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now known as Da Shadow, has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.

There are overhanging branches that block driver’s visibility. Please investigate.
We investigated this concern and found no overhanging branches that are blocking driver visibility. However, we do have plans to cut down an ironwood tree near this intersection in the near future.
Kaunaele
What is the status of the road-widening and guard rails that were planned for this roadway?
There is road stabilization project that is currently in design. However, there are no immediate plans to widen the roadway as there is no available right-of-way and would therefore require the county to acquire a large amount of privately owned land.
Kapahi Park
Is it ADA compliant?
Yes, Kapahi Park is ADA compliant, but if there are areas of concerns, we can investigate.
Kapaa Baseyard
What will become of the old gas pump facility Kapaa Baseyard?
There are plans to demolish and dispose this pump. A timeline of that work has not yet been determined.
Niu Street
Along the Kapaa Beach Park, is there a plan to repave the road?
There are no immediate plans to pave this section of roadway as there are other roads that are of higher priority at this time.
Mailihuna Road
Only half the road was repaved. Why not the entire road? Do inspectors go out to review the work?
The repaving of this road was not yet complete when this concern was raised. The roadway is now complete and has been fully repaved.
Mayor’s office
Are the mayor and members of his administration subject to drug testing?
Yes, all county employees are subject to drug testing as an employment requirement.
