Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses. After a hiatus to take care of personal matters, Da Shadow is happy to return to his column published every other Sunday.
Parks
Da Shadow: How many employees have been hired in the Parks Department between Jan. 1, 2014 through Feb. 28?

Kapaia Swinging Bridge
DS: What is status of the swinging bridge?
KC: Public Works (PW) is in the process of securing access to the properties where the bridge is located in order to complete the necessary work.
Kele Road
DS: Kele Road, between Lihue P.O. and Bank of Hawaii, needs improvement. What is the update? Is the post office being held accountable for the maintenance of this private road?
KC: PW Roads division continues to work with the U.S. Postal Service on resolution of this issue. There is a new postmaster at this location who has been brought up to speed on the situation and is working with us on a mutual solution.
Kalepa Road
DS: What is the status of the cross walk?
KC: Sidewalk ramps at this intersection have been completed. Crosswalks are scheduled to be installed this month.
Old Kapaa substation
DS: What is the status of the old Kapaa substation building?
KC: The substation will be used for a fire department training exercise in early April. KPD is currently looking for a permanent use for the facility, and if none found, the structure will be removed.
Haleko Road
DS: What is the status of the restriping of the shoulder lanes?
KC: The PW engineering division is working on a design to incorporate a bike lane on Haleko Road. Once we have an estimated timeline of that work, we will determine if restriping can be incorporated into that construction, or should be completed ahead of the construction.
Kilauea Gym
DS: What is the update on the gym roof?
KC: The Department of Parks and Recreation currently has an open bid to complete Kilauea Gym improvements. The deadline to bid is 2 p.m. Tuesday.
Aliomanu Road
DS: What is the status of Aliomanu Road improvements?
KC: Construction plans are finalized and we are working on procurement documentation. Anticipated date for bid advertisement is end of fiscal year 2015.
Puhi Road
DS: What is the status of Puhi Road?
KC: The construction phase of the Puhi Road improvements project is expected to begin first quarter of fiscal year 2016. Funding for the project is provided by the Federal Highway Administration and the County of Kaua‘i.
Wailana Pedestrian Bridge
DS: What is the status of PuWhat is the status of the pedestrian bridge at Anne Knudsen Park ?
KC: Project for the Wailana pedestrian bridge has been awarded to Kaikor Construction with the Notice To Proceed issued on Jan. 5. Contractor is submitting shop drawings and various other submittals for approval, with construction to commence once approvals are provided.
