Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Koali Road
Shadow: This is a dead-end road. Can a sign be placed there?
County: Public Works will submit a request to engineering to document the signage and create the work order to have a sign installed by the roads division.
Civic Center
Shadow: The louvers on the men’s bathroom door on the ground floor (next to the elevator) are all rusted. Is there any maintenance scheduled?
County: Work requested has been made to repair/replace/repaint metal louvers on both the men’s and women’s restroom doors. Scheduled completion was Jan. 31.
Lawehana Road
Shadow: At 4200 Lawehana Road, the grass is overgrown on the sidewalk so people have to walk on the road. Can the grass be better maintained?
County: This section of maintenance will be addressed by March of 2014. We do understand that there are many concerns throughout the island and we try our best to capture all the required maintenance through a program which rotates all of the different types of maintenance for each of our base yard responsibilities.
Mailihuna Road

Shadow: When will this road be repaved? It hasn’t been repaved for more than 15 years and there is lots of traffic there.
County: This is a federal aid collector road and is eligible for 80 percent FHWA, 20 percent county matching funds. PW roads division is in the planning process to submit several collector roads to Hawaii Department of Transportation to include this road in the next islandwide resurfacing contract.
In this way we can stretch the county funds to resurface more miles of roads. In addition, this road is also part of the recent safe routes to schools project that will include Kawaihau, Hauaala and Malihuna roads.
