Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Kali Street
Da Shadow: On the sidewalk between Kuhio Highway and Jerves Street, there appears to be a private entity that is taking water from the fire hydrant and piping it onto private property. The apparatus is also blocking the sidewalk. Is this approved by the county?
County: Engineering is preparing a letter to Estenzo Plumbing to remove the sidewalk obstruction. We understand that the waterline connection is for the Ulu Lani Townhouses project.

Da Shadow: How many building inspectors does the County have?
County: The Building Division has five building inspectors.
Public Works
Da Shadow: Do we regularly “unclog” drains before rainy season in order to prevent overflows and backups?
County: We inspect and maintain drains on a regular basis, and also respond to emergency situations as they occur. Our ability to stay on top of drainage issues should improve when we take possession of a new VacPump truck, which has been ordered.
Ka‘ao Road, Kealia
Da Shadow: This is a dead end street and there are boulders and abandoned vehicles on the sides of the road. This makes it difficult for the rubbish truck driver to complete his route. Can anything be done to clear the route for him?
County: Public Works personnel visited the location. Two cars were posted as abandoned vehicles and will be removed if necessary. Public Works will consult with the rubbish truck driver to insure he feels the area can be traversed safely. Appropriate action will be taken if needed.
