LIHU‘E — The state Legislature will hear today a bill that would make marijuana consumption and possession legal for persons older than 21 years old. And it would tax nearly four times what the state charges in General Excise Taxes.
Besides legalizing consumption or possession in small amounts, House Bill 699 proposes to provide for the licensing of marijuana cultivation facilities, product manufacturing facilities, safety testing facilities and retail stores.
Hawai‘i charges 4 percent in GET, and consumers pay an additional 4.16 percent in sales taxes.
HB 699 proposes a whooping 15 percent GET on transactions between marijuana establishments.
The bill is scheduled for a hearing at the House Judiciary Committee today at 2 p.m. in House conference room 325.
