Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Kapa‘a Neighborhood Center
Da Shadow: The coconut tree leaves are all dry and dying. Are the trees in danger of dying? How are they being addressed?
County: (June 29) DOPR is currently processing a contract for island-wide coconut tree trimming. We anticipate the cutting of this tree within the next 2-3 weeks.
Ke Ala Hele Makalae
Da Shadow: A member of the public was concerned about rocks on the hillside as you pass Kealia landing. Has this potential hazard been evaluated?
County: (June 29) Rock fall hazards were analyzed and mitigation measures installed prior to the opening of the multi-use path. However, we will follow up with ongoing analysis and mitigation measures to address the safety of the path.

Da Shadow: The ADA stall next to the lifeguard stand needs to be restriped. When will this be done?
County: (June 29) Parks will promptly submit a work order Request to Public Works to re-stripe this stall.
Kealia Beach
Da Shadow: There is a large pothole as you enter the parking lot. Is it possible to fix this with asphalt hot mix so that it doesn’t happen again?
County: (June 29) Cold asphalt mix is usually used to patch potholes, and Parks will have staff patch this pothole within the next two weeks. Hot asphalt mix can be used when the entire surface is paved to assure uniformity and thorough bonding of the entire paved surface.
Lydgate
Da Shadow: There are old KIUC pole bases along Leho Drive that need to be removed. Lenny Rapozo wrote to KIUC in April 2011 but KIUC claims they never received the letter. Will the County follow up?
County:(June 29) Parks will immediately re-send the request to remove the subject pole base(s) to KIUC. However, the base may need to remain to serve as a junction box to relay the electrical feed to the remaining light posts.
