LIHU‘E — The Kaua‘i Police Commission met behind closed doors in an executive session Tuesday to hear testimony from Mayor Bernard P. Carvalho Jr. regarding personnel and disciplinary actions related to a complaint filed with the county Police Commission on Jan. 31.
According to the notice, the agenda noted briefings and a consultation with the county attorneys regarding “powers, duties privileges, immunities and liabilities” as they relate to the agenda item, the county charter and the rules of the commission.
The commission normally meets the fourth Thursday of each month to review complaints and conduct official business. This meeting was in addition to the monthly session.
The agenda did not state whether the personnel actions discussed related to Chief Darryl Perry and Assistant Chiefs Roy Asher and Ale Quibilan. The three are currently on leave regarding an internal personnel matter.
Local resident Ken Taylor told The Garden Island he was allowed to address the commission during a brief open meeting before the closed session. His concerns were that the county was in violation of its charter in placing the chief on leave, he said.
“I didn’t think the mayor had the authority to do what he did, and that the county council should be telling them what the charter says.” Taylor said by phone Tuesday afternoon.
Perry was placed on leave Feb. 1 a day after the assistant chiefs were placed on leave. Carvalho on Feb. 2 said that the matter involved an employee complaint, but added that he could not offer any details while an investigation was under way.
