Dickie Chang was admiring the maile lei presented to Mayor Bernard Carvalho Jr. and the Rev. Ipo Kahaunaele Ferreira during the groundbreaking of the Kawaihau spur of Ke Ala Hele Makala‘e on Wednesday.
