Old-timers may still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” followed by an ominous laugh.
The classic pulp hero from the 1930s has returned. Self-described Kaua‘i “public safety coordinator” Jerome Freitas, better known as The Shadow, meets at least once a month with county officials.
The Garden Island will be routinely publishing a list of issues The Shadow has brought to the attention of the county administration and officials’ responses.
Kapa‘a
The Shadow: Replace metal sign posts on Fuji Beach — Keaka Road and Moana Kai Road signs are rusty.
County: A concern form will be submitted to Traffic Signs and Markings Section. They are concentrating on a specific area at a time to complete striping and other repairs. They are currently on the Westside, but do go to other locations for emergency repairs, such as fallen stop signs, directional signs, etc.
Puhi
The Shadow: What plans does Public Works have to do to make Puhi Road safer? There are lots of potholes and the road is in poor condition.
County: We are currently working on Puhi Rd repairs. They are 75 percent complete.
Wailua
The Shadow: Pedestrian bridge between Safeway and Foodland — Who is responsible for maintaining that bridge? There are overgrown hardwood tree branches on the bridge making it unsafe. Also, vegetation is not being cut on both sides of the stream running under the bridge.
County: The County Roads division assisted with cleaning and removal of debris and vegetation in this area, June 20. The answer on who is responsible for maintaining the area is pending further investigation from Public Works.
Lihu‘e
The Shadow: Need restriping of the yellow solid line on Hoala Road going into Lihu‘e Townhouse.
County: This particular road is narrower than 20 inches and does not meet the requirement for striping.
Keapana
The Shadow: There is dry rot on the edge of the walking path on Keapana Bridge.
County: A concern form will be submitted to Building Division for their investigation.
‘Oma‘o
The Shadow: Punee Road — Making a right turn onto this road is very unsafe.
County: A concern form will be submitted to Engineering for their investigation.
