Lack of competition among Hawai‘i school bus contractors had been put forward as a theory to explain runaway transportation costs.
But neither the Hawai‘i Department of Education nor the State Auditor’s Office had nailed that down, even though no regular school bus contract had received more than one bid for the past four years.
The problem has caught the attention of federal authorities, however. The FBI is looking into possible collusion in setting prices.
