NAWILIWILI — In a time of economic uncertainty given the global recession and the unfolding disaster in Japan, the Kaua‘i County Council on Wednesday turned its attention to the county’s primary revenue source.
The seven-member legislative body unanimously approved on first reading a resolution that would keep the same property tax rates as the current fiscal year, which ends June 30. But homeowners will still likely see higher bills due to a tacked-on trash collection fee.
Residents will have an opportunity to comment on Resolution 2011-45 during a public hearing May 4. The bill, introduced by Council Chair Jay Furfaro by request of the administration, will then go through the Committee of the Whole before facing the full council again for final approval.
Starting July 1, the county will start charging a trash collection fee, which will be added to property tax bills.
The county will charge a $6 base assessment monthly rate, plus an additional $6 curbside refuse collection rate.
Depending on the amount of trash on each unit, the fee could be higher.
But the assessment could also be lower than $12 per month.
Residents with a gross income of $40,000 per year or less could receive a 50 percent reduction on the assessment if they qualify for a low income exemption under the county code.
Businesses, including transient vacation rentals and other non-residential buildings will pay more. Each 96-gallon container or up to three 32-gallon containers will cost $84.

The council on Sept. 15 approved the ordinance, and Mayor Bernard Carvalho Jr. signed it into law Sept. 22.
