LIHU‘E — New assignments for five senior staff officers took effect Sunday after a special badge ceremony last week at the Kaua‘i Police Department headquarters.
Kaua‘i Police Chief Darryl Perry selected Henry Barriga, Mark Begley, Michael Contrades, Alejandre Quibilan and Sherwin Perez for top level positions.
Begley will serve as the assistant chief of the Administrative and Technical Bureau, a county news release states. He has served in various roles over the course of his 20-year tenure, most recently as the police department’s deputy chief.
“No matter the capacity in which Mark serves he will always be an asset to KPD,” Perry said. “At this moment, two of the most important internal needs for KPD are in recruitment initiatives and technology upgrades to our communications infrastructure. Mark has selflessly moved into the assistant chief position to focus on these tasks and for that I am eternally grateful.”
Quibilan was sworn in Friday as the assistant chief of the Patrol Services Bureau, the release states. He began his career with the police department 28 years ago. Quibilan also served four years with the U.S. Air Force and 26 years with the Hawai‘i Air National Guard.
His goal is to serve as an example for those who follow in the footsteps of law enforcement and public service.
Barriga has been with the department for 21 years and will serve as captain of ATB. Barriga is working towards a degree in criminal justice from Ashworth College.
He continues to help create a safer community for the future generations of the island, the release states.
Contrades, a 16-year veteran, will serve as the PSB captain under Quibilan. He has served as the Hanalei district commander since 2007 and is currently the director for the Kaua‘i Police Athletic League youth center, the release states. Contrades is a 1988 graduate of Kamehameha Schools.
He hopes to continue to build positive working relationships within the community by providing the highest level of customer service possible.
Perez was promoted to the rank of captain for the department’s Investigate Services Bureau.
He joined the department 25.5 years ago and most recently served as the Lihu‘e district commander. Perez received his Bachelor of Business Administration from the University of Hawai‘i at Hilo.
He strives to be an efficient and effective manager while on the job but also enjoys fishing, diving and exercising on his days off, the release states.
The ceremony included congratulatory remarks by Managing Director Gary Heu and Police Commission Chief Charles Iona.
