LIHU‘E — July marked the one-year anniversary of The Garden Island’s Most Wanted criminal program in conjunction with the Kaua‘i Police Department.
It is loved by some readers and hated by others, and has resulted in an arrest rate of over 60 percent — 125 of 207 of those pictured — with citizen information provided to police about others pictured who had left the state or were incarcerated elsewhere off Kaua‘i, said KPD Lt. Sherwin Kaleo Perez, Lihu‘e district commander in the Patrol Services Bureau, in his report to the Kaua‘i Police Commission.
A decision was made by KPD leaders to scale back the Most Wanted dispatches from weekly to monthly. So after a brief hiatus, the feature is back.
Topping this month’s list is Richard Dewey Henderson, 30, a Native Hawaiian who is 5 feet 10 inches tall, weighs 220 pounds and has brown eyes and black hair and a last known address in Lihu‘e.
He may also be known as Richard Stuart, Richard Stuart Jr., Richard Dewi or Dewey Henderson.
He is wanted on two grand jury bench warrants, for first-degree terroristic threatening and first-degree assault, and his total bail is $20,000.
Randy James Ragudo, 45, is 6 feet tall, weighs 170 pounds, is white with brown eyes and black hair and has a last known address in Kapa‘a. He is wanted on two bench warrants for criminal contempt of court, and his total bail is $15,000.
Shawn Kimo Parraga, 30, is Filipino, 5 feet 5 inches tall, weighs 180 pounds and has brown eyes and black hair and a last known address in Kekaha. He may have a mustache. He is wanted on a grand jury warrant for first-degree terroristic threatening, operating a motor vehicle while under the influence of an intoxicant, inattention to driving and driving without no-fault insurance. His total bail is $10,000.
Clifton Leon Cabinatan is a familiar name in the courthouse and familiar face on the Most Wanted list. He is 22, Filipino, and is 5 feet 6 inches tall, weighs 150 pounds and is thought to be homeless in the Hanama‘ulu area. He has brown eyes and black hair, and is wanted on four bench warrants, three for criminal contempt of court and the last for violating terms or conditions of release on bail or supervised release. His total bail is $8,000.
New to the list is Leona Keonaonakapuake Balino, 31, who is white, 5 feet, 3 inches tall, weighs 150 pounds and has brown hair and hazel eyes and a last known address in Hanapepe. She is wanted on a bench warrant for criminal contempt of court, and her bail is $5,000.
