The Pacific Missile Range Facility received news recently that one of its employees was chosen as the best in the Navy at taking care of the base’s natural resources.
The Chief of Naval Operations and the Secretary of the Navy recently announced that John Burger, PMRF’s Range Complex Sustainment Support Team Environmental Coordinator, won the 2009 Environmental Awards competition for Natural Resources Conservation sponsored by both the CNO and SECNAV Environmental Readiness Divisions.
The annual CNO Environmental Awards competition recognizes Navy ships, installations, and people for exceptional environmental stewardship. The CNO Environmental Award winners then moved up to the final Navy level of competition, the SECNAV Environmental Awards. The 2009 competition categories included: natural resources conservation, cultural resources management, environmental quality, sustainability, environmental restoration and environmental excellence in weapon system acquisition.
PMRF is the world’s largest instrumented multi-environment Navy training range, and includes rich and diverse marine and terrestrial habitats, according to a press release. These environments present a variety of challenges in the management of natural resources, which include endangered and threatened species, protected migratory sea birds, areas designated as endangered species’ critical habitat, invasive species control, and outreach to the local community. In particular, PMRF’s location and security requirements have created de-facto preserves in both the terrestrial and littoral zones, providing habitat that is protected from extensive human use.

John Bates Jr., one of the founders of JAMS, the world’s largest mediation firm, has established a base in Hawai‘i to provide services to the state’s businesses. Bates has been mediating nationally for over 20 years and has handled thousands of matters in 30 states involving all types of disputes, but principally commercial, employment and personal injury.
Bates has strong ties to Hawai‘i. His wife’s family founded Matson Navigation. Bates and his wife have recently relocated to the Kona Coast, where they have a family home.
Even before the move to Hawai‘i, Bates was handling mediations for local companies. Last year, he helped parties work out a multimillion dollar settlement in the wake of a helicopter crash.
