A draft Integrated Solid Waste Management Plan was recently submitted by Kaua‘i County to the state Department of Health for review.
The plan is the county’s proposal to the management, in the short- and long-term, of its municipal solid waste programs.
The main points of the five-year plan include building a new landfill, organizing and implementing an updated recycling program and automating debris collection. Also included in the plan is the operation of a small waste-to-energy project to aid in garbage disposal and generate energy for sale.
The ISWMP was put together with research and planning by consultant R.W. Beck, county administration and a Solid Waste Advisory Committee selected by Mayor Bryan Baptiste. The goal of the plan is to develop a financially feasible plan that is environmentally sustainable and maximizes waste diversion for residents and businesses on Kaua‘i.
The public will have the opportunity to comment on the ISWMP after the DOH 90-day review. The public review process will take 60 days, and includes a public hearing.
The plan could be formally adopted by the county after the public review. If passed, the plan will be sent back to the DOH for final approval.
The same ISWMP being reviewed by the DOH is also available for public viewing at www.kauai.gov.
Mayor Bryan Baptiste, County Council members JoAnn Yakimura and Jay Furfaro, County Engineer Donald Fujimoto and R.W. Beck Senior Director Karen Luken did not return calls by press time.
