LIHU‘E n Five police sergeants were promoted to the rank of lieutenant this week in a ceremony at the Kaua‘i Police Department’s headquarters in Lihu‘e.
Acting Police Chief Clayton Arinaga recognized Mark Begley, Michael Contrades, Dan Miyamoto, Sherwin Kaleo Perez, and Eric Shibuya for their outstanding work and commitment to protect and serve the island’s residents and visitors.
Begley has been with the police department for 16 years, serving in the Patrol Services Bureau for 11 years and the Administrative and Technical Bureau, five years. He is currently head of ATB’s training section.
Begley also served as a member of KPD’s Special Services Team for about six years.
He has received specialized training in numerous areas of police work including: employment law and risk training; FBI certified firearms instructor and sniper; certified physical fitness instructor, and basic SWAT operations.
In 1992, Begley received the Top Cop award for the Kaua‘i Police Department. In 2005, he was named KPD’s Police Officer of the Year for the initiatives he implemented in the department’s recruitment program and screening process that resulted in the hiring of more police officers in the County of Kaua‘i than in any of the previous 12 years.
During his spare time, Begley enjoys playing country music and is currently finishing the required coursework for a degree in criminal justice.
Contrades was born on O‘ahu and raised on Kaua‘i. He began his career with the police department 13 years ago. His assignments include Patrol Services, eight years, and five years in the Investigative Services Bureau, where he worked as a detective, asset forfeiture sergeant and acting lieutenant in the narcotics/vice section.
Currently, Contrades is on temporary assignment with the narcotics/vice section, and will be transferring in mid-October to Patrol Services as the Hanalei district commander.
In addition to his regular duties, Contrades has also been a KPD defensive tactics and physical fitness instructor for the past 13 years, and is a member of the county’s Employee Council and Recreation Advisory Committee.
During his spare time, Contrades enjoys weight training and running. He recently completed the Maui Half-Marathon and plans on entering the 2007 Honolulu Marathon.
A native of O‘ahu, Miyamoto moved to Kaua‘i in 1981 and joined the police department in January 1987. He spent 13 years in Patrol Services before transferring to ATB, where he served as the community relations sergeant.
Laying the groundwork for the School Resource Officer program, Miyamoto applied for a Community Oriented Policing Services grant in 2001 that enabled the police department to implement the SRO program with an officer assigned to each high school on the island. Miyamoto served as the SRO supervisor from 2002 until February of this year when he transferred to ISB as a detective to the adult section.
In addition to his regular duties, Miyamoto also serves as treasurer of the Kaua‘i chapter of the State of Hawai‘i Organization of Police Officers.
Miyamoto received an associate of science degree in police science from Honolulu Community College and a bachelors of science degree in human development from the University of Hawai‘i at Manoa.
Miyamoto is an active member of the Koloa Missionary Church and is chairman of the Board of Directors. His hobbies include tennis, jogging, going to movies. He also enjoys being involved in community affairs.
Perez was born and raised in North Kohala on the Big Island. After graduating from the University of Hawai‘i at Hilo with a bachelor of business administration degree, he worked one year as a teacher at St. Joseph’s High School in Hilo.
In 1985, Perez moved to Kaua‘i and joined the Kaua‘i Police Department. He spent the first 81/2 years of his KPD career in Patrol Services. In 1994, he transferred to ISB where he was assigned to the Youth Services Section as administrator/teacher of the DARE (Drug Abuse Resistance Education) and GREAT (Gang Resistance Education and Training) programs.
Perez also served as a detective in ISB in both the youth services and adult sections, and as a member of KPD’s Specialized Services Team. He is the Lihu‘e district commander in Patrol Services.
Since he moved to Kaua‘i, Perez has spent much of his free time coaching youth sports including Pop Warner and flag football, basketball and soccer. He also enjoys running and has completed one Maui and eight Honolulu marathons.
Shibuya was born and raised on Kaua‘i and is a graduate of Kaua‘i High School. He joined the police department 201/2 years ago, and has served in Patrol Services for nine years as well as ISB in the adult and youth services sections, 91/2 years, and the narcotics/vice section, two years.
Much of Shibuya’s work has involved solving crimes against children including highly specialized computer forensics and Internet crimes. He has also handled many white-collar crime cases.
Shibuya is temporarily assigned as the administrative lieutenant in Patrol Services and will be transferring to ISB in the narcotics/vice section in mid-October.
During his spare time, he enjoys fishing, golf, and coaching the Kaua‘i High School Junior Varsity football team.
