Mayor Bryan Baptiste announced a process is underway to develop a town plan for Kilauea, and a consultant has been hired to assist the County in this task.
The focus of developing a town plan is to concentrate on future growth options for Kilauea town in consideration of the recently added “residential community” designation from the Kaua‘i General Plan, said the Mayor. This designation was adopted in the Plan to address the many growth issues and needs facing the Kilauea town area such as schools, churches, housing, industrial/service area(s), parks and commercial development.
Kilauea is a relatively small community that has been steadily growing since the closing of the sugar plantation in the early 1970s. Throughout this growth period, it has been found that many of the essential land uses that are important to serve the needs of a growing community are either not available, or may be in less than idea locations throughout the community.
A town core plan will assess the town’s needs as well as focus on the critical issues in relation to current growth pressures, and prepare for the town’s future needs.
Planning Department staff will be actively involved in this planning process, said Gary Hennigh, deputy planning director.
A professional services contract has been awarded to PlanPacific, a Honolulu-based consulting firm, to assist the County. PlanPacific was contracted by the County from 1999-2000 to be the lead consultant team on the Kaua‘i General Plan.
