Mr. Smith has a very valid point that we do need a homeless shelter on Kaua’i — at present there is a group called the Continuum of Care Committee that is working with the County for that very thing to happen but regrettably it is not a quick solution. It will probably be another 18 months before we have that shelter. What we need on Kaua’i is more affordable rentals for these families to live in — many are on the beach because they cannot afford the prices of most rentals and/or there are not any available.
As for Mr. Smith’s solution — somehow I don’t think most homeless families want to live in tents surrounded by a chain link fence (this almost sounds like a detention camp). In addition I am not sure what military service Mr. Smith was in but other than in times of conflict military personnel serving in foreign countries do not live in tents surrounded by chain link fences. there may be fences but they are living in buildings, other than when on maneuveurs. I spent over 18 years of my career in foreign countries and never was I required to live in a tent.
Also I might add that the area surrounding the correctional facility is in a flood zone and if we want any federal dollars to help with a homeless shelter we cannot put it in a flood zone.
