Last Thursday, Acting Kaua’i Police Chief Wilfred Ihu promoted three veteran Kaua’i Police Officers to the rank of Lieutenant, effective October 16.
Ihu, after a lengthy discussion with the Police Department’s inspectors, promoted Sgt. Paul Kanoho and detectives Dean Pigao and Alexander Quibilan. The new ranks will take effect Oct. 16.
Although he wasn’t involved in the promotions, they have the support of chief George Freitas, currently on paid leave ordered by the county Police Commission pending an investigation of a complaint that he interfered in an in-house investigation of an officer.
“They are all three good men,” Freitas said.
Kanoho, Pigao and Quibilan have all been with the department for 20 years or more, according to Ihu.
Kanoho, 41, is married. He and his wife, Sherilyn, have three children. The Kamehameha School graduate has most recently been the community relations sergeant, handling the department’s Neighborhood Watch program, among other duties.
Pigao, also 41, and his wife Mary have four children. Pigao’s most recent assignment has been as a detective in the youth services section, working on juvenile crime.
Quibilan is the department’s white-collar crime specialist.
“These three men have served the people of Kaua’i well and will make excellent lieutenants,” Ihu said.
Ihu said Friday that the department has begun the process of selecting and promoting three officers to sergeant in November.
