and supervisors, resulted in the highest award possible for Billeting
Operations when the Pacific Missile Range Facility’s Bachelor’s
Quarters and Transient Quarters received the Five-Star Admiral
Elmo R. Zumwalt Award for Excellence in Bachelor Housing in.
The inception of this prestigious award occurred in 1971, when
enlisted sailors raised concerns about the administration and
management of their quarters to the Chief of Naval Operations,
Admiral Elmo R. Zumwalt.
In 1974, the Secretary of the Navy established the initial award
as a way to recognize commands that excelled in operating Bachelor
Housing.
The current ‘star’ accreditation system was adopted in 1996.
Commands that earn Five-Star accreditation receive the Zumwalt
Award.
Only 11 Navy commands worldwide earned Five-Star accreditation
in 1999, including PMRF.
“Over the past year, many, many people contributed to making
this award possible,” said Andy Benoit Supply/Logistics Supervisor.
“Custodians, grounds people, ITT work control, planners,
engineers and many others, led by Billeting Manager George Locke,
were instrumental in this coordinated effort.
Upgrades and renovations included new furniture, carpet, drapes
and the installation of cable TV. The prestigious award was presented
to PMRF representatives at the Professional Housing Management
Association’s Professional Development Seminar in Dallas.
